Make failing to tackle without "wrapping up" a 15 yard penalty.
Great idea Joe. The hands/arms to need to hit the opponent first then let the tackle progress from there. I've advocated that a first head-to-head hit should be a personal foul (as it is now) and that a second call against the same team is also a PF but that player is ejected ... doesn't matter if he wasn't the first head-to-head guy or not. My idea may seem extreme but I bet coaches would preach wrapping up like it was the Gospel if this were the rule.
The NFHS will be meeting this Dec or January to make the rules changes for football next year. You need to get suggestions like this to the NFHS.org before that time for it to be considered.

Agreed! the most comon penalty committed at all levels of football. an epidemic with our team this year!
I think it would prevent a lot of concussions, cervical, and seperated shoulder injuries.
